11 Annual Report and Long-Range Plan | Fiscal Year 2022-23 Program Areas MQA’s programs and activities provide value by supporting regulatory work and ensuring that high standards of performance are maintained. Three of these program areas are highlighted below. Prescription Drug Monitoring Program The Prescription Drug Monitoring Program (PDMP), also known as E-FORSCE® (Electronic-Florida Online Reporting of Controlled Substance Evaluation Program), was created in 2009 to encourage safer prescribing of controlled substances and reduce drug abuse and diversion within the state of Florida. Under the leadership of the Director’s Office, the PDMP facilitates the collection, storage, maintenance, and analysis of controlled substance dispensing data reported by pharmacies and dispensing health care practitioners. The information is available to health care practitioners to view before prescribing or dispensing controlled substances, serving as a promising tool that can inform clinical practice with a comprehensive view of patients’ prescribing histories and inform clinical practice and prescribing decisions.
